Jay Rebbeck is the Managing Director and Founder of Rebbeck Consulting.
Jay has extensive experience delivering health system reform and working with healthcare leaders to develop strategy and deliver sustainable change through the application of commissioning.
Jay worked at the heart of the UK Commissioning Reforms from 2008 – 2015, advising NHS England on the 2010 Clinical Commissioning Reforms, and working with more than a dozen Commissioning Support Units and Clinical Commissioning Groups.
Based in Sydney since 2015, Jay works closely with Australian Primary Health Networks (PHNs) to support the implementation of the Australian commissioning reforms.
Jay facilitated the 2017 Commissioning Innovation Showcase hosted by Hunter New England & Central Coast PHN, presented at the 2017 Asia Pacific Integrated Care Conference and was keynote speaker at the 2016 National Primary Health Care Conference on Key Commissioning Trends for Primary Health Networks.
Jay led the development of the Commissioning Excellence Foundation Course which he has facilitated with over 250 staff across 8 Primary Health Networks in Queensland and New South Wales.
Jay is a specialist in Outcomes Commissioning, as strategic advisor to the NSW Department of Industry on the $65m Smart Skilled Hired outcomes contract to help young people get into employment in 4 regions of NSW.
Jay previously worked in the Ernst & Young UK health strategy commissioning practice.
Jay lives in Sydney with his wife and two daughters.
